At the meeting, Vice Chairman of the Provincial People’s Committee Vo Van Phi said that Dong Nai was assigned the task of implementing the project of land acquisition, compensation, and resettlement support of the Long Thanh Airport project. During the implementation process, the province tried to do its best to implement the project, but the project progress was delayed. Therefore, the locality has proposed that the Government submit to the National Assembly to adjust some project contents. In the process of implementing the steps to request adjustments, local and central authorities have not fully implemented the contents, including determining the capital source to further allocate to the project.

Vice Chairman of the Provincial People’s Committee Vo Van Phi said that according to regulations, at the end of the capital disbursement deadline, the amount of capital that cannot be disbursed must be returned, and then requested to be re-arranged for implementation. However, the project is being implemented, and if you return the capital and apply for redeployment, you will have to go through many processes. Therefore, the provincial authorities agreed to retain the remaining capital, then request to transfer the source to continue implementing the project.

“Currently, the estimated capital source has been canceled, so the province hopes to receive guidance on how to handle it soon so that the project can be completed. In the province, there are many other projects being implemented. If the site clearance work of Long Thanh Airport project is completed soon, resources will be concentrated to implement other projects” – Vice Chairman Vo Van Phi Provincial People’s Committee shared.

At the meeting, Deputy Prime Minister LE MINH KHAI agreed with the proposal to use the central budget reserve capital in 2023 to supplement the project. At the same time, request the Government Office to summarize and report to the Prime Minister for opinions on how to use this capital source in accordance with the law. For the Ministry of Transport, it is necessary to quickly complete the proposal and collect opinions from Government members so that the Government can submit to the National Assembly to consider adjusting and supplementing the medium-term public investment plan for the period 2021-2025.

* Using central budget reserve capital in 2023 is a feasible option

Also at the meeting, representatives of relevant ministries proposed plans to handle and supplement capital to continue implementing the project of land recovery, compensation, support, and resettlement at Long Thanh airport.

Deputy Minister of Planning and Investment Tran Quoc Phuong said that the most feasible option is to use the central budget reserve capital in 2023 to supplement the project with an additional more than 2.5 trillion VND. With this plan, capital will be allocated in December 2023, so Dong Nai will be allowed to disburse until the end of 2024, in accordance with the proposal to extend the project implementation time approved by the National Standing Committee. unified association. At the same time, the addition of this capital source also falls under the authority of the Government.

However, according to Deputy Minister Tran Quoc Phuong, of the total additional capital of more than 2.5 trillion VND for the project, more than 966 billion VND (planned capital for 2020) belongs to the medium-term public investment plan for the period 2016- 2020, the Government needs to submit to the National Assembly for consideration and comments on arranging additional capital sources into the medium-term public investment plan for the period 2021-2025.

With this plan, the representative of the Ministry of Finance said that if the Government agrees to use the central budget reserve capital in 2023 to supplement the project, the Ministry of Finance will calculate the balance for implementation. .

Meanwhile, a representative of the Ministry of Justice said that legal regulations can be applied to use central budget reserve capital to supplement land recovery, compensation, and stadium resettlement projects. Long Thanh flight.
